The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Boeing Corporation, St. Louis, MO (CAGE 76301) for the manufacture of the A6 Test Bench capable of testing Generator Control Unit (GCU) Service Replaceable Assemblies (SRAs) for the FA-18 E/F Aircraft. This procurement is required to support the Fleet Readiness Center South West (FRCSW). Boeing Corporation is the sole designer, developer, manufacturer and integrator of the software code employed by the proposed A6 Test Stand and is the only source with the requisite knowledge, experience and technical expertise to produce the modernized variant of this equipment. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Boeing Corporation, as the Original Equipment Manufacturer (OEM), is the only source with the technical data, facilities and capabilities required to provide the associated air system and sustainment support for the A6 Test Stand requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
