SYNOPSIS: The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Rhinestahl Customer Tooling Solutions, 7687 Innovation Way, Mason, OH 45040, (CAGE: 5QE71) for the procurement of two hundred and seventeen (217) various pieces of F414 Engine Peculiar Support Equipment (PSE) to be procured at varying quantities for the outfitting of emerging squadron stand-ups of the Kuwait Air Force (KAF) F/A-18 E/F aircraft. The PSE is required to perform Organizational (O-Level) and Intermediate Level (I-Level) Maintenance on the F414 Engine which is installed in the KAF F/A-18 E/F aircraft. See Attachment (1) for the complete itemized list. General Electric Company is the original designer, developer, and the original equipment manufacturer (OEM) of the F414 engine. As the OEM, General Electric Company has authorized Rhinestahl Customer Tooling Solutions as its sole provider of F414 engine PSE. The data rights for the F414 engine are proprietary to General Electric Company and have not been transitioned to the Navy to support a competitive acquisition. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. REQUEST FOR INFORMATION: The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to two hundred and seventeen (217) various pieces of F414 Engine Peculiar Support Equipment (PSE) to be procured at varying quantities for the outfitting of emerging squadron stand-ups of the Kuwait Air Force (KAF) F/A-18 E/F aircraft. The applicable PSC code is 4920 -Aircraft Maintenance and Repair Shop Specialized Equipment and the NAICS: 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a size standard of 750 employees. All interested businesses are encouraged to respond and should provide information that includes previous efforts and related data to Jennifer Betchen, jennifer.betchen@navy.mil no later than the response deadline specified below. All information should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents. Responses must include the company name, address, CAGE code, point of contact name and email/phone, and company business size. Respondents may provide Rough Orders of Magnitude (ROM) on any currently available product or company capabilities that will meet the Navy's requirements. Any comments provided may or may not be included in a formal solicitation. THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This RFI is issued solely for information and planning purposes and does not constitute as a solicitation. It is a market research tool being used to determine potential and eligible vendors capable of providing the attached list of PSE. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this request for information. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Failure to respond to this RFI does not preclude participation in any future associated Request For Proposal that may be issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any follow-on information. It is anticipated that any procurement that may result from this RFI will have a significantly compressed scheduled for contract completion.
