The Naval Air Warfare Center - Aircraft Division (NAWC-AD) Lakehurst, NJ intends to negotiate on a non-competitive basis with Eclypse International Corporation (CAGE 0JJ26), located in Corona, CA for the manufacture and delivery of Automatic Wire Test Set (AWTS) -02 (P/N 100000-02, NSN 4920-01-528-5517) for the CMV, MV, CV and FMS Japan variants supporting the V-22 Osprey aircraft program. Eclypse International is the prime integrator on the V-22 Aircraft and is the designer, developer and manufacturer (Original Equipment Manufacturer (OEM)) of the current AWTS. An adequate purchase description or other information suitable for this effort has not been developed because the Government does not have sufficient engineering data nor does the Government own the technical data. The specific information on the test set for wire system maintenance resides with the OEM; therefore, the Government does not own the drawings to make available. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
