The Naval Air Warfare Center Aircraft Division, Lakehurst intends to award a firm-fixed-price contract, on a limited competition basis, to Snap-On OR one of its authorized distributors for the procurement of commercial hand tools for the V-22 Tool Control Program. Snap-On and its authorized distributors are the only sources that can supply the tools listed (tool list attachment) in place already at the squadron level. The required tool boxes have been previously designed and purchased by the JSF Aircraft programs at the squadron level and this is a continuation of the effort and therefore Snap-On Tools are the only tools with the ability to meet the Governments requirement. This will be a brand-name only, limited competition procurement posted on FedBid.com. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to open up the competitive environment.
