The Naval Air Warfare Center Aircraft Division, Lakehurst intends to enter into sole source negotiations for the F402 Digital Electronic Control Unit (DECU) Test System Rig to meet the F402-RR-408A/B engine maintenance requirements. UTC Aerospace Systems (UTAS) is the only source that holds the technical data and drawings for a test rig that is capable of meeting this need. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, therefore, a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Lakehurst NJ (NAWCADLKE) is requesting information from industry, cognizant of DFARS 205.205-71, in order to identify qualified vendors able to design, manufacture, and test the MK 4.5+ Test Rig (also known as the "Fixed Module Repair Organization (MRO) Test Rig") and Interface Test Adapter (ITA) unit, which is used to test and diagnose the Pegasus F402-RR-408A/B engine Digital Engine Control Units (DECU) (0510, 0520, 0530, 0550, 0560 unit types). This Test Rig will replace the current Fixed MRO Test Rig, P/N: DRG40580-DGL. All technical data and drawings are proprietary to UTC Aerospace Systems (UTAS) Respondents to this RFI should provide the following: - Technical and experience information on their ability to provide that meets the parts list above - Identification of business size, specifically, small business size status ( i.e. Small Business, Hubzone, 8(a), SDVOSB, etc.) -Rough Order of Magnitude pricing information. Also, all vendors must be registered in Systems for award Management (SAM Database. The internet website is hhtps://www.sam.gov/portal/public/SAM/.
