THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA-251 Program Office or NAVAIR will contract for the items contained in this RFI. The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is seeking a re-design of the Mk-7 Heat Exchanger. It is anticipated that this requirement will be a Small Business Set Aside (SBSA). The Mk-7 Heat Exchanger is a shell and tube design cooler that uses salt water to cool the hydraulic fluid running through the arresting engine. Engine fluid, as it is returned from the accumulator to the main engine cylinder during retraction of the engine, flows through the Heat Exchanger body. Heat from the engine fluid is transferred to cool service water (salt water) flowing through tubes within the Heat Exchanger body. The Redesign ECP (ECP-I-AG-0495) was initiated to acquire a replacement that would increase the efficiency of the heat exchanger to allow for more continuous arrestments. The current components have a Part Number of PN 605957-3, NSN 2930-01-350-8451. The contract will be to design, produce, and test a new Heat Exchanger to be a drop in replacement to the legacy cooler. The current Heat Exchanger has a cooling capacity strained on high-frequency wires while operating in high seawater temperatures resulting in excessive corrective maintenance downtime. A re-design is required to develop a design with increased cooler capacity, and thermal characteristics. A DD2345 is required to receive: Specification NAWCADLKE-MISC-482200-0883 Redesign ECP (ECP-I-AG-0495) PN 605957-3, NSN 2930-01-350-8451 Drawing PN 605957-3, NSN 2930-01-350-8451 Parts List NAWCADLKE is requesting information from industry for the purpose of identifying qualified contractors interested in bidding on the possible competition to design, produce, and test a new Heat Exchanger to be a drop in replacement to the legacy cooler. Companies interested in participating in the heat exchanger redesign program are asked to respond to this RFI with a brief summary of their knowledge, capabilities and experience in the areas of designing, producing, and testing a new Heat Exchanger. NAWCADLKE will not pay respondents for any information generated for or provided in response to this RFI. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 4:00 PM on 25 February 2019. Responses should cite RFI number N68335-19-RFI-0176 and be addressed to the attention of Mr. Keith Welge, Code 2.5.2.5.2KW at keith.welge@navy.mil. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
