The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ, intends to negotiate on a non-competitive basis with Mid Atlantic Computer Services, Inc., located in Azusa, CA, for the manufacture, assembly, and delivery of minimum fifty (50), maximum two hundred (200) NEXXTGEN MPEDD Laptop Computer, P/N: 509009-001, minimum ten (10), maximum fifty (50) GETAC X500 Hard Disk Drive (500GB w/ Canister) for the MQ-8C Fire Scout Unmanned Aircraft Systems (UAS) Program. The NEXTGEN MPEDD laptop is a ruggedized laptop whose primary function is to serve as the air vehicle operator interface and system controller for functional checkout during factory assembly, pre-launch, post flight, and ground maintenance test operations. The NEXTGEN MPEDD from Mid Atlantic, meets all the Fire Scout requirements without further modification/development and the Government does not possess the technical data to enable another vendor to manufacture a laptop in this configuration. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Also, all vendors must be registered in Systems for award Management (SAM Database. The internet website is hhtps://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and your CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. in addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information will be available in subsequent order.
