The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to establish a five (5) year Basic Ordering Agreement (BOA) on a sole source basis to Harris Corporation. This BOA is intended to procure hardware and support services for shore-based Precision Approach Radar (PAR) Systems for NAWCAD Air Traffic Control Division, AD-4.11.7. The AN/FPN-68A PAR System is an all-weather, precision approach system that has International Civil Aviation Organization (ICAO) Annex 10 Category II weather minimums that provides pilots with precise azimuth, glide path, and distance information during the final approach phase of flight. PAR Systems will be used in conjunction with an airport surveillance radar system to provide a complete Ground Control Approach capability for Department of the Navy (DoN) and other military and civilian aircraft. The Government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
