The Naval Air Warfare Center Aircraft Division intends to procure the Aircraft Generator Test Stand (AGTS), Reference SOLICITATION NUMBER N68335-19-R-0109. Solicitation N68335-19-R-0109 will be issued as a full and open request for proposal (RFP). A Request for Information was issued for this procurement under N68335-17-RFI-0131. The AGTS will be used to conduct full functional testing of the new F/A-18E/F and EA-18G G4 Generator Converter Units (GCUs), the V-22 Constant Frequency Generator (CFG) and Variable Frequency Generator (VFG), the ALQ-99 Ram Air Turbine Generator (RAT), and generators tested by the legacy Aircraft Engine Component Test Stand (AECTS) at those sites where the AECTS is being replaced by the AGTS. The AGTS shall be highly reliable, maintainable and supportable, and cybersecurity compliant within DoD standards. As shipboard equipment, the AGTS shall be capable of meeting shipboard shock, vibration, environmental, and EMI/EMV requirements. Impacted aircraft include the CH-53E/MH-53E, MH-60R/S, and the C-130T/ KC-130T. The Government anticipates the award of a Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a minimum quantity of four (4) pre-production units (PPUs) to be purchased with the first Delivery Order and used for verification and validation testing. After successful completion of contractor testing and Government suitability and supportability evaluation, the Government plans to issue delivery orders for the production units over four production years for up to 32 production units. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract will be awarded to the responsible Offeror whose proposal is determined to offer the best value to the Government. Proposals received will be evaluated under the factors of Technical, Experience, Past Performance, and Price. All vendors must be registered in Systems for Award Management (SAM) Database. The internet website is https://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and your CAGE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information will be available in solicitation. The solicitation and any amendments will be posted on FedBizOpps under N68335-19-R-0109. Hard copies of the solicitation and amendments will NOT be mailed to the contractors.
