Infrared Search and Track Test SET The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to issue an award on a Sole Source basis with The Boeing Company to design, develop, fabricate, integrate, test, and produce a Second Generation Interface Device Assembly (IDA), Infrared Search and Track System (IRST) Test Application, IRST Test Cable Set, IRST Target Module, and IRST Target Module Mounting Hardware in support of IRST Block II Phase II System. The RST Test Set is used to troubleshoot the Infrared Search and Track (IRST) System on-aircraft and off-aircraft at the Organizational, Intermediate, and Depot maintenance levels (see below chart). This is a Certification under the JCP establishes the eligibility of a U.S. or Canadian contractor to technical data governed, in the U.S., by DoD Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR). A certification is required by U.S. or Canadian contractors that wish to obtain access to unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in the possession of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). THE GOVERNMENT DOES NOT POSSESS THE TECHNICAL DATA TO ALLOW FOR A COMPETITIVE PROCUREMENT. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Responses must be received within fifteen (15) days of publication of this notice.
