The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ, intends to negotiate on a non-competitive basis with Mid-State Aerospace, located in Olathe, KS, for the manufacture, assembly and delivery of seven (7) Tool Set, Swaging, Internal Adapters, P/N: R27500MH, for the AV-8B Program. The OEM, Parker-Hannifin, has designated Mid-State Aerospace as the sole distributor and manufacturer of the AV-8B Swaging Tool Set and therefore is the only contractor with the requisite knowledge, proprietary rights, experience, and technical data that can meet the Government's requirements. The Government does not own the rights to the drawings. The technical data and detailed drawings packages are the property of Parker-Hannifin and its sole distributor, Mid-State Aerospace, has been designated as the supplier. Therefore, Mid-State Aerospace is the only source that possesses the design and performance data necessary to provide maintenance and logistics support for this item. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Parker-Hannifin is the only contractor with the requisite knowledge, proprietary rights, experience, and technical data that can meet the Government's requirements. R27500MH - Tool Set, Swaging, Internal Adapters Respondents to this RFI should provide the following: - Technical and experience information on their ability to provide the parts list above - Identification of business size, specifically, small business size status ( i.e. Small Business, Hubzone, 8(a), SDVOSB, etc.) -Rough Order of Magnitude pricing information. Also, all vendors must be registered in Systems for award Management (SAM Database. The internet website is hhtps://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and your CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. in addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information will be available in subsequent order.
