The purpose of this amendment is to answer questions received from industry in regards to this solicitation and to attach amendment 01. QUESTION 14: There appears to be an ambiguous delivery dates within Section F of the Solicitation. The Delivery Date for CLINs 0001 - 0009 state 3 years ADC, which is 36 months. However, the NOTE under Section F: All CLINs shall be deliveried 35 months after date of award of the IDIQ contract. Please verify if the delivery date is 35 months or 36 months. ANSWER 14: The delivery dates under this solicitation will be 36 months ARO. The NOTE under Section F has been deleted as part of amendment 01.

The Naval Air Systems Command (NAVAIR) intends to competitively procure the Electro-Optic Fourth Generation (EO4) to replace the legacy Third Generation Electro-Optic (EO3) subsystem. This effort covers the EO4 program lifecycle with emphasis on the Engineering and Manufacturing Development phase, which includes design and development, delivery of Engineering Development Models, spares, and calibration equipment as well as provide support for integration, test, and other program requirements. The requirements for this Best Value, Full and Open Competition solicitation are set forth in the attached draft Request for Proposal. The Government is planning a virtual pre-solicitation conference on 22 May 2019, during which potential contractors may obtain a better understanding of the work required. Offerors are encouraged to submit all questions in writing by 20 May 2019 10:00 AM Eastern Standard Time. All vendors interested in participating in the conference shall register with the Contract Specialist, Stephen Winkler (stephen.winkler@navy.mil). Questions will be considered at any time prior to, or during, the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, revisions may be incorporated via the final solicitation. Original annoucnemnt was posted under NAICS Code 334519 and is hereby updated to NAICS 541715 to reflect the current requirement. In no event shall failure to attend the pre-solicitation conference constitute grounds supporting a protest, contract claim, or affect the eligibility to submit a proposal in response to the final solicitation. Offerors are cautioned that this is a draft solicitation and the final solicitation will be posted at a later date.
