THIS IS NOT A SOLICITATION. The Naval Air Warfare Center (NAVAIR) is seeking additional sources for a polychloroprene adhesive in accordance with MIL-A-5540B for listing on Qualified Products List (QPL) 5540. MIL-A-5540B is available in ASSIST https://quicksearch.dla.mil/ and may be obtained by using the "Document Number" search box and entering 5540. The basic polymer of the adhesive must be polychloroprene. The adhesive will be approved only for the formulation for which qualification tests are made. The adhesive may be either one-part or two-part (a base and a separate accelerator). The adhesive must pass the following qualification tests as outlined in MIL-A-5540B: brushability, viscosity, strip adhesion, working life, accelerated storage, dead load support, toxicity, and workmanship. The adhesive will be subjected to any other tests that the procuring activity deems necessary to determine conformance to MIL-A-5540B. The adhesive is used for joining neoprene-coated fabric to itself and nylon in the manufacture and repair of life vests, decoy targets, and pontoons. THIS IS NOT A SOLICITATION. With respect to products requiring qualification, awards will be made only for products that are, at the time of award of contract, qualified for inclusion in QPL-5540 whether or not such products have actually been so listed by that date. The attention of contractors is called to these requirements, and manufacturers are urged to arrange to have the products that they propose to offer to the Federal Government tested for qualification in order that they may be eligible to be awarded contracts or orders for the products covered by MIL-A-5540B. Guidance for manufacturers and their authorized distributors who wish to submit products for qualification by NAVAIR are available from the Provisions Governing Qualification (SD-6).
