The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to release a Request for Quote (RFQ) to Carleton Life Support Systems, Inc. (DBA Cobham Mission Systems), (CAGE: 99251) on a sole source basis for a quantity of one (1) Test Set, Air Oxygen Systems (P/N 1582AS500-2, NSN 4920-01-422-8691). Carleton Life Support Systems Inc. is the designer, developer and Original Equipment Manufacturer of the Test Set, Air Oxygen Systems and retains all proprietary/technical data rights required to perform approved and necessary repairs of the Test Set, Air Oxygen Systems. Carleton Life Support Systems Inc. owns proprietary rights to the engineering data and detailed product drawings. The Government does not possess the technical data to support a competitive acquisition. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
