The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a Sole Source, Fixed Price contract to Keysight Technologies, Englewood CO(CAGE 1LQK8) to procure a new Performance Network Analyzer (PNA) N5225B. The proposed action is for hardware for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Keysight Technologies is the sole developer, designer and manufacturer of the PNA N5225B. The Government does not have the drawings, technical data package, assembly instructions to obtain this item from an alternate source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
