This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWCAD LKE) intends to award a sole source firm-fixed-price contract for the procurement of technical support and ongoing life-cycle support for the Ship Integration Multi-Touch System (SIMS) to Coherent Technical Services, Inc. (CAGE: 4AW27) of Lexington Park, MD, as they are the Original Equipment Manufacturer (OEM) of the software used in the SIMS. The complex and proprietary nature of the software precludes any vendor except the OEM from performing hardware or software maintenance. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
