The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Hoffman Engineering, LLC, Stamford, CT (CAGE 06097) for the manufacture of three (3) Straight Telescopes P/N NVG-102C. This procurement is required to support the C-130 mission readiness. Hoffman Engineering, LLC is the only manufacturer with the unique technical expertise to supply the Straight Telescope to the same form, fit and function that is compatible with the existing NVIS goggles P/N AN/PVS-7D. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above item and enable a competitive procurement. Hoffman Engineering, LLC, as the Original Equipment Manufacturer (OEM), is the only source with the technical data, facilities and capabilities required to provide the Straight Telescope. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
