The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis to J&S Tool, Inc., O Fallon, M.O. for the procurement of the Perishable and Power Tooling required for repair of the Inner Wing Panel (IWP), Major Structural Repair fixture of F/A-18EF and EA-18G Aircrafts. Boeing is the original designer, developer, and the original equipment manufacturer (OEM) of the F/A-18EF and EA-18G Aircrafts, and has authorized J & S tool as its sole provider of these tools under the 'Boeing Licensing Arrangement for the procurement of Perishable Tools' Memo, dated 05 May 2016, document number SES-M014-16-049. This Perishable and Power Tooling will provide the ability for numerous structural repairs of the IWP. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
