SYNOPSIS The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with Gentex Corporation of Cucamonga, CA for a quantity of seven (7) Oxygen Mask, Regulator, Helmet, and Communications Test Sets, Part Number: G006-2300-06, and a quantity of one (1) each of Spares: Battery, Storage P/N: GW1211-01, Fan P/N: GW1121-01, and Rocker Switch P/N: GW1173-01 to support the Kuwait Air Force F/A-18 A-D Program as well as the F/A-18 A-D and F/A-18 E/F domestic Programs. The Oxygen Mask, Regulator, Helmet, and Communications Test Set is a test set that is required at the organizational level to test the communication system on the helmet and oxygen mask assembly. It has been designed to have two stations to allow pilots to test two helmet and oxygen mask assemblies simultaneously. The Government does not possess sufficient engineering data or drawings to the Oxygen Mask, Regulator, Helmet, and Communications Test Sets to enable a competitive solicitation. As the Original Equipment Manufacturer, Gentex Corporation owns the proprietary rights to the engineering and data and detailed product drawings. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
