The Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Lakehurst, NJ (NAWCADLKE), intends to negotiate on a non-competitive basis with Dart Aerospace Ltd, located in Hawkesbury, ON, for the manufacture, assembly, and delivery of Lifting Tool, P/N: RBT102137-107, Rigging Tool, P/N: RBT102019, Expandable Blade Bolts Inspection Work Aid, P/N: RBT18002, Lateral Rigging Tool, P/N: RBT400353, Longitudinal Rigging Tool, P/N: RBT400354. Bell Helicopter has retained the proprietary rights to the technical data and drawings for these items. Bell has identified Dart Aerospace as the manufacturer and Dart has the technical data and rights to manufacture these PSE end items. The Government does not have the sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Therefore, the Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
