The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit, negotiate, and award a fixed price contract, on a limited competition basis to Hydraulics International, Inc. (HII) in Chatsworth, CA and their authorized resellers for a one time procurement of quantity of one (1) Aircraft Pressurized Cabin Leakage Tester (P/N 4129AS0100-1). This item is required to support the Japan Air Self-Defense Force (JASDF) E-2D aircraft via Foreign Military Sale (FMS) Case JA-P-SCL. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not own the data rights to the current configuration. Only HII, and their authorized distributors can provide the exact part in the required configuration. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice.
