SYNOPSIS The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with The Boeing Company, 6200 JS McDonnell Boulevard, Saint Louis, MO (CAGE: 76301) for the procurement of four-hundred and sixteen (416) different pieces of Peculiar Support Equipment (PSE) for the Kuwait Air Force (KAF) F/A-18 E/F Super Hornet at the Organizational and Intermediate levels of maintenance, in addition to the KAF Flight test program and Pack Up Kits (PUK) for extended deployment. The procurement will be issued under the authority of Foreign Military Sales (FMS) case KU-P-SBG, Letter of Offer and Acceptance (LOA) dated 08 February 2018 between the United States Government and the Kuwait Ministry of Defense. The PSE will be utilized specifically for the maintenance and repair of the airframe, avionics, weapons and propulsion systems, as well as during flight test and for an extended deployment of KAF F/A-18 E/F aircraft away from the main operating base. The PSE required to support the F/A-18 E/F squadron stand-ups shall be delivered to Kuwait 90 days prior to aircraft delivery on 30 January 2021. The Government does not possess rights to the drawings and technical data for F/A-18 E/F PSE. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
