This Synopsis is being posted to satisfy the requirement of Federal Acquisition Regulation Supplement (FAR) 5.202. The Naval Air Warfare Center, Aircraft Division (NAWCAD), Procurement Division, Lakehurst New Jersey has a requirement for two (2) Lots of Full Rate Production of the Precision Laser Guidance Set (PLGS) (DSU-38A/B, DSU-40A/B, and DSU-42/B) for a combined 12,000 units per delivery order for five years. This requirement is in support of PMA 201 for USN, USAF, and FMS customer. NAWCAD LKE intends to issue a Sole Source Firm Price contract to The Boeing Company, Saint Louis MO. The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator for the Precision Laser Guidance Set (PLGS) DSU-38 A/B, DSU-40A/B, and DSU-42/B and its related equipment and as such is the only company that has the required knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
