The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to establish a five (5) year Basic Ordering Agreement (BOA) on a sole source basis to SAAB Sensis Corporation. This BOA is intended to procure support and supplies associated with the engineering and technical services to install, repair, upgrade, and procure hardware and software for the Multi-Static Dependent Surveillance (MDS) Wide Area Multi- lateration (WAM) system of the Range Position Location information system in support of the Air Traffic Control & Landing Systems Division (AD- 4.11.7). The MDS/WAM systems are surveillance capabilities that enable fire desk operators to track aircraft flying into and out of training areas in remote locations with little to no radar coverage. SAAB Sensis Corporation has upgraded the MDS, which provides an additional layer of information that improves range control, enhances situational awareness, and provides near real-time updates to the fire desk operator. SAAB Sensis Corporation is the soles designer, developer, and manufacturer of the MDS/WAM system and will be providing OEM support and supplies. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
