The F-35 "Lightning II" Joint Program Office (JPO) located in Arlington, VA intends to negotiate on a Sole Source basis with General Dynamics Information Technology (GDIT) Foreign Liaison Officers (FLO) Support contract (N68335-18-C-0225) to incorporate Poland into their existing contract. No additional market research will be conducted regarding this modification as it is not practicable operationally to have a separate contract for single country. This contract modification will be awarded to GDIT, a certified Large Business under the North American Industry Classification System (NAICS). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The F-35 JPO is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. The F-35 is the next generation strike fighter bringing cutting-edge technologies to the battle-space of the future. GDIT currently provides Administrative Support, Facility Management Support, and Activity Security Officer Support in direct support of the F-35 JPO FLOs in Arlington, VA. Under the existing GDIT contract, GDIT provides the efforts identified above for FLO support for the current F-35 partner countries. This requirement is for a 5.75% expansion of the contract requirements to include a new partner country, Poland. This requirement is to procure a level of effort consisting of two Senior Program Analysts, two Program Analysts, three Junior Program Analysts and one Clerk Typist for one additional FMS country (Poland), to provide Administrative, Facility Management, and Activity Security Officer Support. Accordingly, it would be more costly and administratively burdensome for the Government to separately solicit support for the Poland FLO. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties for the effort described above.
