The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the procurement of Boeing commercial common support equipment (CSE) required to support the P-8A aircraft that is listed in Attachment 1. The support equipment is used to perform numerous airframe maintenance, installation, and removal tasks at both the O-Level and D-Level of maintenance. The Government intends to issue a sole source contract modification to Aeroforge Inc., 609 N Levee Road, Puyallup, WA 98371. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. Aeroforge Inc. was awarded the Indefinite Delivery Indefinite Quantity (IDIQ) contract (N68335-17-D-0035) in September 2017. This modification is to increase the maximum quantities at the established step ladder pricing for the commercial CSE. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ in conducting market research of industry to identify if there are alternate options to meet the United States Navy for the procurement of Boeing commercial common support equipment (CSE) required to support the P-8A aircraft in Attachment 1. At this time, pending market research results, NAWCAD Lakehurst, NJ intends to negotiate on a non-completive basis with Aeroforge, Inc. a modification on the awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract (N68335-17-D-0035) to increase the maximum quantities for the commercial CSE listed in Attachment 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Beta System Award Management System (SAM) announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation.
