The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis On-Site Field Analysis and support to the Unite States Navy maintainer and aircrew operators for the AN/APY-10 RADAR installed on the P-8A aircraft. This synopsis is for the existing APY-10 contract with Raytheon for an additional twelve (12) months of Field Service Representative support. The Government intends to issue a sole source contract modification to The Raytheon Company, 2501 W University Drive, McKinney, TX 75071. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. The Raytheon Company is the original equipment manufacturer of the AN/APY-10 RADAR system and the only source capable of meeting the Government’s requirements. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAVAIR) Lakehurst, NJ in conducting market research of industry for the depot repair capability for the APY-10 Radio Detecting and Ranging (RADAR) System installed on the P-8A aircraft. This includes Aircraft Planeside Engineering Diagnostics Tools and Aircraft Troubleshooting Tools as well as On-Site Field Analysis, proprietary provisioning, and hardware to be used for additional diagnostic capabilities at the deployment site prior to returning the Weapons Replaceable Assemblies for depot repairs. This RFI is for the existing APY-10 contract with Raytheon to add scope to extend the Field Service Representative support from twenty-four (24) to thirty-six (36) months. At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with The Raytheon Company, McKinney, Texas. The Raytheon Company is the original equipment manufacturer of the AN/APY-10 RADAR System that has the technical data and software tools to fulfill the requirement to support the Government repair depot. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation.
