SOURCES SOUGHT NOTICE THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ) This is a Sources Sought Notice and does not constitute a solicitation by the government. The information gathered from this request is for planning purposes only. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay, for any information received from potential sources as a result of this Sources Sought Notice. No official solicitation exists in connection to this notification. If in the future an official solicitation is released, there is no guarantee that sources responding to this sources sought will be included on the sources list. This Sources Sought Notice is to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, HUBZone firms, veteran and Service-Disabled Veteran-Owned Small Businesses, and Women Owned Small Businesses to perform the requirements of the draft Statement of Work. The NAICS code associated with this requirement is 487210, and the small business size standard is $14,000,000. BRIEF SUMMARY OF WORK NBG and JRM seeks a qualified Contractor to provide venue, facilities and services in support of the CREDO program’s Spiritual Growth Retreat (SGR). This includes provisions for spiritual growth and cultural river cruise tour, and round trip transportation from NBG/NHG/AAFB, as well as lunch meal to accommodate five (5) three-hour tour with lunch and two-hour transportation on Guam. The contractor shall confirm availability of proposed dates for tour retreats. The Government will review and confirm the dates with the contractor for final approval. The contractor shall provide an on-island Point of Contact (POC) for transportation services as well as a POC from the tour venue who is authorized to take immediate action to resolve on-site problems (the on-island POC and the POC from the tour can be the same person). The tour venue specified shall not change. Event Details: Each SGR tour shall be comprised of up to 30 total participants (28 active duty status/eligible dependents, 2 staff). The Government will provide the on-island and the tour venue POC 7 days advanced notice if the total participants is less than 30 total participants. Dates of Events: 16 March 2024, 27 April 2024, 08 June 2024, 03 August 2024, and 07 September 2024. Event Timeline: 0800: Charter Bus pick-up (NBG/NHG/AAFB) 0845: Arrive Tour venue 0900: Spiritual Tour Begins (river cruise, cultural village tour, weaving workshop) 1100: Spiritual Tour ends 1100-1200: Lunch 1200-1300: Charter Bus drop off (NBG/NHG/AAFB) See attached Performance Work Statement DRAFT for more details. SUBMITTAL REQIUREMENTS: Interested and capable contractors are requested to submit the following to the Contract Specialists, Cynthia Cruz AND Jason Sakazaki at cynthia.r.cruz2.civ@us.navy.mil AND jason.e.sakazaki.civ@us.navy.mil with the following subject: “Source Sought-CREDO Spiritual Growth Retreat Tour”: 1. COMPANY PROFILE to include all of the following: Company name and address; Company point of contact (including name, title, telephone number, fax number and email address); Small Business Set-asides your firm is eligible for award under the applicable NAICS code, and CAGE code (if available) 2. CAPABILITY TO PERFORM: A brief summary of the capability to perform to include, at a minimum, available venue/location for spiritual growth and cultural river cruise tour, lunch menu options, available round-trip bus transportation for participants, plan to obtain resources that are not currently available and available subcontractors or teaming partners with their capability to perform to meet the overall requirements. Sales brochures, videos, and other marketing information materials are not solicited and will not be reviewed. Cost or price information is not solicited and will not be reviewed 3. SUBCONTRACTORS / TEAMING PARTNERS (Optional): If applicable, provide established subcontractor arrangements or partnerships with other companies that your firm could potentially use in the execution of this requirement. Provide a brief description of each subcontractor and the nature and extent of your firms past, current, and planned future work together. 4. PWS COMMENTS / QUESTIONS (Optional): Submit any comments or questions that your firm may have regarding the PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
