SOURCES SOUGHT NOTICE THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUATATION (RFQ) The intent of this notice is to conduct market research and identify potential contractors that are interested and capable of performing the work as described in the Brief Summary of Work below. This is a Sources Sought Notice only. This notice does NOT constitute an RFP or RFQ. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. BRIEF SUMMARY OF WORK: Defense Fuel Support Point (DFSP) Guam currently operates 27 Belowground Field Constructed Underground Storage Tanks (BFCUSTs), 21 Aboveground Storage Tanks (ASTs), and miles of pipeline across four main functional areas on Guam. The fuel terminal stores multiple types of Petroleum, Oil, and Lubricant (POL) products to include, but not limited to Residual Marine Extract (RME), JP-5, JP-8, F-76/diesel, and oily waste and sludge (slop). Exact quantity of ASTs subject to change. This scope includes waste disposal activities (e.g. Hazardous Waste, Solid Waste, Used Oil) on Guam including (1) Retrieval and containerization of waste, (2) Transportation of POL and waste to disposal or recycling facility, and (3) Final disposal or recycling of the waste. Other requirements within the general scope of the IDIQ may be solicited and awarded. CONTRACT TYPE / METHOD OF ACQUSITION: The Government is contemplating the issuance of a solicitation for a multiple award firm fixed-price (FFP) commercial Indefinite Delivery Indefinite Quantity (IDIQ). There would be a single seed project. Future requirements, when identified, would be solicited among all IDIQ holders with price being the single evaluation factor. See the following for additional details: Attachment (1) - PWS IDIQ – DRAFT Attachment (2) - PWS Seed Project S1 - DRAFT SUBMITTAL REQUIREMENTS: Interested and capable contractors are requested to submit the following to the Contract Specialist, Timothy Karol at timothy.s.karol.civ@us.navy.mil with the following subject: “Source Sought - DFSP Guam Waste Disposal”: 1) COMPANY PROFILE to include all of the following: (a) Company name and address; (b) Company point of contact (including title, telephone and fax numbers and email address); (c) Small Business Set-asides your firm is eligible for award under the applicable NAICS code, and (d) CAGE code (if available). 2) RELEVANT EXPERIENCE: Provide a minimum of one and up to three projects completed within the last ten years that are similar in size, scope, and complexity to the current requirement. Submit the location of the work, a brief summary of the work, and statement of the firm’s involvement in the work (prime contractor, subcontractor, and approximate percentage of self-performance) for each project. (3) CAPABILITY TO PERFORM: A summary of the capability to perform to include, at a minimum, available equipment (owned or leased), available personnel (number of personnel and qualifications), available materials, plan to obtain resources that are not currently on-hand (equipment, personnel, and/or materials) and available subcontractors or teaming partners with their capability to perform to meet the overall requirements. 3) SUBCONTRACTORS / TEAMING PARTNERS (Optional): If applicable, provide established subcontractor arrangements or partnerships with other companies that your firm could potentially use in the execution of this requirement. Provide a brief description of each subcontractor and the nature and extent of your firms past, current, and planned future work together. 4) PWS COMMENTS / QUESTIONS (Optional): Submit any comments or questions that your firm may have regarding the PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received. 5) ACQUISITION METHOD COMMENTS / QUESTIONS (Optional): Submit any comments or questions that your firm may have regarding the acquisition method.
