The Department of the Navy, NAVSUP Fleet Logistics Center Sigonella, Contracting Office Detachment Naples, intends to solicit, negotiate and award a Firm Fixed Price contract to Golze Engineering on “Other than full and open competition” basis, for three (3) distinct items necessary to guarantee global connectivity, global voice calling and text messaging solutions for the Electronic Kneeboards (EKB) as well as GPS, In Situ weather data & forecasts through ForeFlight while providing overseas lift support for U.S. Sixth Fleet (C6F) and Europe, Africa and Central Command (EURAFCENT) Area of Responsibility (AOR). This notice of intent is not a request for competitive proposals or quotes. Authority for other than full and open competition is FAR 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. This notice is not a request for capability statements or competitive quotes; however, any firm who believes it can satisfy this requirement may give written notice to the Contracting Office by the offer due date indicated on the Request for Quote (RFQ). Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however a determination by the Government to compete the requirements based on the responses to this Notice is solely within the discretion of the Government.
