This requirement is for Direct Procurement Method (DPM) services for packing, crating, containerization, delivery, and local moves of personal property shipments of Department of Defense (DoD) personnel stationed in Naples, Italy and in the following areas: Area 1: Campania Region Area II: Lazio Region (except for Rome) Area III: Lazio Region (Rome only) Area IV: Puglia and Basilicata Region The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property of DoD personnel for shipment and/or storage and related services through the DPM scope of work. Procurement of these services by NAVSUP Fleet Logistic Center Sigonella, Naples rather than by the U.S. Department of Defense’s Military Surface Deployment and Distribution Command (SDDC) is authorized by the Defense Transportation Regulations (DTR), which further requires the Contracting Officer’s precise use of the following elements in any resultant contract as indicated by the DTR 4500.9-R, Part IV, Appendix G and Attachments G-1 to G-7 as follows: Title Description DTR Appendix G DPM Performance Work Statement Appendix G Attachment 1 Forms Appendix G Attachment 2 Publications and Standards Appendix G Attachment 3 Contract Data Requirements Listings (CDRLs) Appendix G Attachment 4 Definitions Appendix G Attachment 5 Acronyms Appendix G Attachment 6 Direct Procurement Method (DPM) Claims and Liability Procedures Appendix G Attachment 7 Direct Procurement Method (DPM) Third Party Payment System (TPPS)
