Naval Supply Systems Command Fleet Logistics Center Sigonella (NAVSUP FLCSI) is conducting market research through this sources sought notice to identify sources capable of providing verified, de-conflicted, and updated data daily via an automated bulk data feed of International Maritime Organization (IMO)-registered vessels and companies using analyzed data sourced from flag registries and classification societies. The daily bulk data feed must be extensible markup language (XML)-formatted and contain characteristics and performance data on all vessels currently registered by the IMO and all new vessels to be added during the term of the contract. The daily XML feed shall also contain all modifications made to that data during the previous business day. In order to get a more in-depth understanding of the data, the US Navy also requires the ability to directly query key contractor analysts who are responsible for the maintaining the IMO fleet list. In addition, the U.S. Navy needs to ensure that all new data being provided is processing correctly into its systems and that the new data is in sync with all current data by having the ability to query the commercial online systems linked to the contractor’s database. PROCUREMENT BACKGROUND This is a follow-on to previous efforts. This requirement is currently being performed by IHS Global Inc. under contract N6817117D0014 that expires on 31 March 2023. GENERAL REQUIREMENTS Details are described in the Performance Work Statement (PWS) attached to this Sources Sought Notice. ADDITIONAL INFORMATION The Government anticipates a five-year ordering period beginning on/around 01 April 2023, with a potential six-month option pursuant to FAR clause 52.217-8, Option to Extend Services. The contract type is anticipated to be firm-fixed-price and anticipated policies and procedures are that of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The anticipated NAICS code for this requirement is 519190, All Other Information Services. The small business size standard is $30 million. The anticipated product service code is R423, Intelligence Services. SUBMISSION DETAILS The Government requests that interested parties submit a capabilities statement of no more than five (5) pages in length in font not less than 10 pitch. The capability statement must include a brief discussion of the vendor’s ability to meet all PWS requirements and capability to begin performance by 01 April 2023 to preclude any interruption in these services.
