Naval Supply Systems Command Fleet Logistics Center Sigonella (NAVSUP FLSCI) issues this Pre-Solicitation Notice for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract for the storage and maintenance of up to three (3) Rigid Inflatable Boats (RIB). The anticipated contract will include a base year and five (5) subsequent option periods. Storage and all maintenance shall be accomplished at the successful Contractor’s facility, within the Sixth Fleet European Area of Responsibility (AOR). For the anticipated solicitation, the AOR will be restricted to Naples, Italy. Minimum Technical Requirements: Potential Offerors must meet the following minimum requirements: Sheltered Indoor Storage Area: Climate controlled area to include a roof and 4 permanent walls, that is capable of storing up to three (3) seven (7) meter RHIBs; Required Equipment and Utilities: Within the sheltered area, 10 gallon air compressor, 220 volt electricity with a minimum of two installed outlets, an installed potable water supply and a portable ventilation system to safely eliminate engine exhaust gases in to perform monthly in-place operational tests of the RIBs; Additional Storage: Within the sheltered area additional storage area additional storage capable of holding spare parts, and miscellaneous RIB outfitting equipment needed to perform maintenance as required; Test Equipment: Within the sheltered area, permanently installed lighting for up to three (3) RIB storage spaces, sufficient to perform maintenance and monthly tests, permanent 10 foot ladders sufficient to access boat sitting on trailers with work stands and can safely ingress or egress during the monthly maintenance and test periods; Fuel and Oil: Ready access to a supply of DFM-76 fuel and motor oil; Fire Safety: Within the sheltered area, adequate fire detection and at least three (3) industrial fire extinguishers to safely store, maintain and operate the RIBs; Parameter Protection: Storage that has a permanent parameter protection from damage of passing vehicles and industrial machinery; Clean Environment: The covered sheltered area is primarily used for storage with no indication or evidence of vermin; Additional Protection: Within the sheltered area, the RIBS, storage cradles, wooden loading ramps, and miscellaneous equipment is individually covered with canvas tarps or a minimum of 2mm plastic covers to protect from dust, dirt, etc. This Notice is hereby issued in accordance with FAR 5.203 and is not a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals in response to this notice. Any resulting formal solicitation will be posted on sam.gov and will include complete instructions for proposal submissions along with the detailed scope of work and all terms and conditions. Potential offerors are encouraged to monitor sam.gov for the anticipated release of the solicitation and any associated amendments. Offerors must be registered in the System for Award Management (SAM) to be eligible for award. The Government anticipates issuing a Firm Fixed Price solicitation on or around July 2021. The Government anticipates making a single award on or around November 2021.
