The Government has conducted extensive market research by posting a sources sought synopsis (N68171-21-Q-6999) and contacting potential sources directly to assess market capabilities to fulfill the requirements described in the attached Draft Performance Work Statement (PWS). After assessing response(s) and market information from these source(s), the Government has determined that there is only one reasonably available source capable of performing this requirement, which begins 25 June 2021. The Government is hereby providing a notice of its intent to issue a 5-Year contract on a sole source basis, pursuant to 41 USC 1901(e)(2), to Telefonica de España for the requirements described in the attached Draft PWS with a ROM of $5-10M. Interested parties that do not agree with this decision may contact Mr. Jose Neto (jose.neto@eu.navy.mil) and Mr. Israel Alvarado (Israel.alvarado@eu.navy.mil) no later than 01 April 2021.
