The subject Solicitation notice is hereby amended. During the acquisition planning phase of the requirement, it was determined that a pre-quote site visit would be critical for any interested party to fully capture the scope of the extensive infrastructure and facilities throughout Sicily that are required to be serviced under this resultant contract and to formulate a comprehensive quote. Due to the travel restrictions and the uncertainty surrounding the length of time that travel will be restricted as a result of the COVID-19 epidemic, it has been necessary to postpone the site visit indefinitely. These services will be procured as a sole source acquisition under the authority of 41 USC 1901(e)(2) as implemented by FAR 13.501(a). The justification for sole source acquisition is being made pursuant to FAR 6.302-2, unusual and compelling urgency. The J and A is attached hereto.
