The NAVSUP Fleet Logistics Center Sigonella (FLCSI) Rota Detachment office intends to non-competitively increase the value of N68171-16-D-6001, an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Telefonica de Espana, by approx. €515,220 from €3,841,163 to €4,356,383 pursuant to the authority of 41 U.S.C. 1901, as implemented in FAR Subpart 13.5. This increase will allow continued mobile telecommunication services through the contract’s current Period of Performance, which concludes 24 June 2021. The purpose of this contract is to provide reliable and responsive around-the-clock, commercial mobile telecommunications services at NAVSTA Rota for official and approved unofficial (Class B-2) users in accordance with common practices and standards provided to other commercial/defense entities in Spain of similar size and scope – see the attached Performance Work Statement. This is not a request for quotes or proposals. Interested parties may submit a capability statement to the Contract Specialist, israel.alvarado@eu.navy.mil no later than the response date on this notice. A determination by the Government not to compete this proposed solicitation based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to fulfill the requirement in the PWS. All responding parties must be registered in SAM and have an active CAGE and DUNS.
