This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice or solicitation pursuant to FAR Part 5) and is a request for information to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10, Market Research. This notice is issued by the Contracting Office at the U.S Naval Hospital, Guam, to identify sources capable of providing on site service: Sign Language Interpreter. A Statement of Objectives is attached to this Sources Sought Notice. The anticipated contract vehicle for the Sign Language Interpreter service will be a firm-fixed price contract. The purchase order will include all the terms and conditions governing the relationship between the service provider and the US Naval Hospital, Guam. The purchase order will also contain the mutually agreed upon pricing for the Sign Language Interpreter services requested and to be provided. The purchase order will be signed by an authorized representative of the service provider and the Contracting Officer for the US Naval Hospital Guam. Any party interested in and capable of providing the service are requested to respond via e-mail to lynette.c.newby.civ@health.mil 8:00PM EST on Apri 14th, 2023. A Capability Statement that demonstrates the ability to meet the requirements in the Statement of Objectives. There are no funds associated with this Sources Sought Notice. This Notice is for market research purposes only and does not constitute a Request for Quotation or a Request for Proposal; nor is it to be considered a commitment by the U.S Naval Hospital, Guam. The U.S Naval Hospital, Guam, will not pay for any information provided by interested parties; nor is there a basis for a claim against the U.S. Naval Hospital, Guam resulting from any response to this Sources Sought Notice or from the use of this information by the U.S. Naval Hospital, Guam. Statement of Objectives STATEMENT OF WORK Title: Sign Language Interpreting Services US Naval Hospital Command Guam 1.0 OBJECTIVE This requirement is to provide On-site American Sign Language (ASL) on an "as needed" basis to individuals who fall under the American Disability Act through a qualified (ASL) interpreter. 2.0 BACKGROUND Under the Americans with Disabilities Act (ADA), people who are deaf or hearing impaired are entitled to the same public services (i.e. law enforcement, medical, and education) provided to the general population. U.S. Naval Hospital Guam (USNH Guam) employs individuals that fall under the (ADA) and are in need of such services not readily available. The following Statement of Work (SOW) details the effort that must be undertaken to support our staff that are in need of special services. 3.0 DETAILED WORK REQUIREMENTS The interpreter will assist in helping deaf or hearing impaired individuals to understand what is being said in a variety of situations. The interpreter must understand the subject matter so he or she can accurately translate what is being spoken into sign language. Interpreter services may be needed during office meetings, training sessions, or mass briefings. SPECIAL CONTRACT REQUIREMENTS Place of Performance: Work will be performed onsite/on campus at the following locations: Primary: United States Naval Hospital Guam Building 50 Fahrenholt Ave Agana Heights, Guam 96910 Phone: 671-344-9320 Alternate: United States Naval Hospital Guam Building 61 Fahrenholt Ave Agana Heights, Guam 96910 Phone: 671-344-9320 4.2 Minimum Qualifications: A "Qualified Interpreter" is someone who is able to sign what is being spoken to the individual who is deaf and who can voice to the hearing person what is being signed by the person who is deaf. Certification is not required if the interpreter has the necessary skills. A qualified interpreter must be able to convey communication effectively, accurately, and impartially and use any necessary specialized vocabulary. Upon request, contractor shall provide training certificates. 4.3 Call Outs: At a minimum, 48 hour notices will be given to the vendor. (Note: The number of interpreters, specific days and times may change, "as needed" based on the volume and length of meetings. Upon request, the customer will notify the vendor of needs for additional interpreters accordingly). 4.4 Business Dress The Interpreter shall dress professionally when at the work site. Business attire EXCLUDES short pants, tee shirts, open toe shoes, and other dress considered not to be appropriate. Notwithstanding any ot_her terms or conditions of the contract, an Interpreter wearing inappropriate dress to the work site may be immediately removed from the site. Travel time and lost work time to return with appropriate dress is not chargeable to USNH Guam. 4.5 Communication Courtesy The Interpreter shall be courteous and respectful to the customer and all other onsite personnel at all times. 4.6 Contractor Performance Evaluation If performance does not meet the requirement stated in this SOW the contractor shall be notified in writing by the Human Resources Department of the lack of performance. The performance will be evaluated on an annual or as needed basis.
