The Naval Undersea Warfare Center Division Newport, RI intends to award a sole-source, cost-plus-fixed-fee IDIQ contract to L3 Technologies, Inc. for services and hardware to maintain the legacy Integrated Communications System (ICS). The justification is that only L3 can meet the technical and schedule requirements, as any other company would cause an unacceptable 168-month delay and substantial cost duplication. The place of performance will be at the contractor's site, NUWCDIVNPT, and other order-level locations. The anticipated contract award date is on or about December 1, 2026, with a five-year ordering period. While not a request for competitive proposals, capable sources may submit a limited capability statement for government consideration.
