This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2). This procurement is intended as a sole source requirement to Gamry Instruments, CAGE Code: 1MFD9. This is being solicited on a sole source basis to due to the proprietary nature of the parts and need to maintain compatibility with legacy equipment, the cost of replacement of which would be overly burdensome to the program and negatively impact the Fleet, as concurred with by the NUWCDIVNPT Office of Small Business (OSBP). This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive requirement in the future. The North American Industry Classification System (NAICS) Code for this acquisition is 334513; the Small Business Size Standard is 750 employees. Request for Quote (RFQ) Number is N66604-25-Q-0264. Award will be made based on the Lowest Price Technically Acceptable approach with technical acceptability being determined as shown below. Offerors shall include the following information with submissions: (1) Quote the required items, in the required quantities; (2) Provide proof that all items are shipped from the US, drop shipping is unacceptable; (3) Provide proof that all items configured in house are new products, gray market items will not be accepted. The Government will consider past performance information where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.
