The Naval Undersea warefare center intends to award a Firm Fixed Price (FFP) purchase order for Engineering Services in accordance with the attached Request for Quote (RFQ) and Statement of Work. An award will be made on a Sole Source Basis to Mandex Inc. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future. A summary of the rationale to pursue a sole source procurement is as follows: Mandex Inc. has been providing transducer consultation for the existing Governmental System from the initiation of the program. As the Subject MatterExperts (SMEs), Mandex has been approved by the Office of Naval Research (ONR) for specialized engineering services on new transduction devices for the U.S. Navy. This requirement is part of an ongoing effort to improve the existing sonar array design, and award of this contract to any other company would require a substantial duplication of cost to the Government and unacceptable delays relating to the earning Curve to obtain specialized resources, and gaining ONR approval.
