A - The base and all option years should be priced out as firm fixed price on submitted quotes. --------- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. Request for Quote (RFQ) number is N66604-24-Q-0790. Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC), 2023-04, effective June 02, 2023. This requirement is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) Code is 513120. The Small Business Size Standard is 1000 employees. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price (FFP) basis, one (1) base year and four (4) option years of online subscription access to academic serials in accordance with the attached Statement of Work. Required delivery for all items is 5 days ADC with a Period of Performance from the date of contract award through 1 year ADC, F.O.B. Destination, Naval Station Newport, RI. The Government intends to award a single FFP Purchase Order to the eligible and responsible offeror on a Lowest Price, Technically Acceptable basis. In order to be determined technically acceptable: (1) the offeror must quote the items above that meet the requirements of the specifications detailed above, and in the required quantities specified above; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within the SPRS may render a quote being deemed technically unacceptable. Offerors shall include price, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Offeror’s CAGE Code, SAM UEI, and the quote shall include a validity date of no less than 60 days from due date for receipt of offers.
