N66604-24-Q-0228 Combined Synopsis/Solicitation This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-24-Q-0228. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) contract with Options, to The MathWorks, Inc., (Cage: 0C524), on a sole source basis MATLAB training services, in accordance with the Statement of Work, provided as Attachment 1. This requirement is solicited on an unrestricted basis, as concurred with by NUWCDIVNPT’s Office of Small Business Programs. The North American Industry Classification Systems (NAICS) Code is 61143; the Small Business Size Standard is $15 Million Dollars. MATLAB training is required for some NUWCDIVNPT personnel to develop analysis and digital modeling capabilities for various programs across the division. MATLAB is proprietary to Mathworks, Inc., the sole manufacturer of MATLAB and Simulink. As such, The Mathworks is the only provider of software updates, technical support, and MATLAB training in North America. The Mathworks’ training development is an integral part of the updates as Mathworks employees are training on the latest versions and are the sole providers of this training. The Mathworks is the sole manufacturer of MATLAB and Simulink. These training services are provided as an accompaniment to an awarded MAC, awarded to The MatLab. Since this services are directly tied to any existing contract, whom the vendor is the intellectual property holder of the software information, there is no other source available to provide trainings for the Government employees to use their products.
