The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a single Firm Fixed price order for D/A Cards and High Density Cables for A/D Card-15, as specified in the attached combined solicitation/synopsis. This requirement is being solicited on 100% small business set-aside, Brand Name, no substitutions allowed basis. The rational for soliciting on a Brand Name basis is as follows: The General Standards A/D and D/A PCIe boards meet the Government minimum requirements. The design of the equipment is proprietary to General Standards. No other manufacturer can produce equipment that is identical in form, fit, function, and software interface capabilities without violating General Standards’ proprietary design. The use of another manufacturer’s product (if one can be found) would necessitate extensive redevelopment of the existing software, at an estimated cost greater than $250K. These efforts would result in an anticipated schedule delay of 9-12 months. Additional long-term costs of not obtaining General Standards equipment will result from the logistical efforts of tracking multiple hardware versions for spares replacement, and the maintenance of multiple software versions that will have to be maintained in order to operate the different software suites at the different locations.
