Amendment 0004: The purpose of this amendment is to extend the solicitation close date from 7 August 2023 at 1400 EST to 11 August 2023 at 1400 EST. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP) provisions on a Sole Source basis to Rotating Precision Mechanisms, Inc. (RPM) for delivery, inspection, and repair of ULM-4 EWTS Antenna Rotating System and associated subcomponents as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). This requirement constitutes a Sole Source award in accordance with 41 U.S.C. 1901, as implemented in Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii): Only one responsible source and no other type of supply of services will satisfy agency requirements. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. The following notice serves as a Request for Information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplement... The following notice serves as a Request for Information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This proposed contract action is being processed on a sole source basis. The North American Industrial Classification System (NAICS) code is 334511. The Small Business Size Standard is 1,350 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm-fixed price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract on a sole source basis to Rotating Precision Mechanisms (RPM) (hereafter referred to as “RPM”) for the manufacturing of the ULM-4 Electronic Warfare Test System (EWTS) Antenna Rotating Assembly and associated subcomponents. In addition, the contractor shall evaluate and repair the existing Antenna Rotating Assembly and associated subcomponents owned by the Government. The proposed contract action is for supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 ‘Only one responsible source and no other supplies or services will satisfy agency requirements’. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 70 has requirement to provide test and evaluation utilizing the Shipboard Electronic System Evaluation Facility (SESEF) sites. The ULM-4 EWTS is the primary Test and Evaluation (TE) system at the SESEF sites. In support of this effort, NUWCDIVNPT Code 70 has a requirement to sustain the ULM-4 EWTS, and associated subcomponents, through replacement of the system and subcomponents as well as inspection and repair of the systems. The Antenna Rotating Assembly and subcomponents are proprietary to RPM. Therefore, RPM is the only source that can manufacture and deliver the required hardware and possess the knowledge and expertise required to repair and upgrade failed units. The DRAFT Statement of Work (SOW) is provided as Attachment 1 to this notice. The Government anticipates ordering up to five (5) ULM-4 EWTS Antenna Rotating assemblies, and up to (5) each of the associated rotators, pedestal controllers, and cables over the course of the five (5) year ordering period. The anticipated place of performance is at the contractor’s site in Northridge, CA. They synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
