This is an amendment to previously posted combined solicitation/synopsis in the NASA SEWP Portal, RFQ number N6660423Q0607, SEWP ID #278799. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a firm fixed price (FFP) purchase order for the attached Wind River VxWorks brand name items, no substitutions allowed in accordance with the attached Combines solicitation/synopsis. This is a VxWorks Brand Name procurement, with only authorized resellers of VxWorks considered for award. The rationale to solicit as a brand name procurement is as follows: Lockhead Martin (LM), contracted by NUWCDIVNPT, utilizes Wind River VxWorks software under a NUWCDIVNPT Contact. Code 852 is required to establish the exact same developmental environment as LM, and therefore VXWorks, or an authorized reseller is the only vendor capable of providing maintenance services with existing VxWorks software in use at NUWCDIVNPT. Should NUWCDIVNPT not procure this brand, if any issues with the LM deliverables be encountered in the future, NUWCDIVNPT would not have the capability to access, test, or rebuild the deliverables. Redesigning the software system and changing the original contract with LM to accommodate another source of supply, would potentially cost $250,000 dollars of engineering and administrative effort, plus another $200,000 in redesign of software development environment network infrastructure and tool set. These efforts are expected to set the required fleet schedule back by at least a year. As the duplicative costs and schedule delays of an alternative source of supply would be detrimental to the fleet, renewal services provided by a VxWorks brand name provider is the only practical source of supply Please see attached solicitation/synopsis for further information.
