This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quote (RFQ) number is N66604-23-Q-0158. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to procure Vessel Vanguard software data population, on a Sole Source, Firm Fixed Price (FFP) Basis, as follows: CLIN: Description/Title Quantity 0001 Vessel Vanguard implementation services for 1 Job Seneca Lake facility equipment in accordance with the Statement of work. Baxter Marine Group II LLC (Address; CAGE Code: 7NPU5) is the only known source for Vessel Vanguard software data implementation. Vessel Vanguard the original equipment manufacturer was purchased by Wheel House Technologies, and all data rights. Wheel House Technologies is now named Baxter Marine Group II LLC. Period of Performance is 2 weeks ARO, F.O.B. Destination to Newport, RI 02841. This requirement is being solicited as a Sole Source under North American Industry Standard Classification Systems (NAICS) Code 541690 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The applicable size standard is $16.5M. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circulars (FAC). If no surcharge is applicable, the Government’s preferred method of payment is through Government Purchase Card. Otherwise, Electronic Payment through Wide Area Workflow (WAWF) will be used. Please confirm if Government Purchase Card is an acceptable form of payment within the quotation and include any applicable credit card charges. Defense Priorities and Allocations System ("DPAS") rating of DO-C9 applies. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is requested that Offerors include the signed representation of FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance or Equipment (Nov 2021) with the quote if not already provided in SAM under 52.204-26 -Covered Telecommunications Equipment or Services-Representation (Oct 2020). The Offeror shall include price, travel costs, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor DUNS number.
