Question 5: In reference to Section L text L-219-H001, Submission of Small Business Subcontracting Plan, on N6660423Q0157 Amendment 0004 page 69, could the Government please confirm that, pursuant to FAR 52.219-9, a Small Business Subcontracting Plan is not required from small business companies under the solicitation NAICS code? Answer 5: In accordance with FAR 52.219-9(a), the requirement to submit a Small Business Subcontracting Plan does not apply to Small Business Concerns (under the solicitation NAICS code). However, please note that, the Pass/Fail Requirement of Small Business Participation applies to all offerors regardless of size. N6660423Q0157 Amendment 0005 will be issued to check the box for 52.219-9 under clause 52.212-5 on 5/2 when the contract writing system is back online. Do you have a replacement or do we need to find one? Answer 2: Note 17 in the drawing which calls out 7273879 (TSPR-2-1, Arctic Neoprene) as Item 17 states that this part is not preferred. Item 1 which is 71102 20280631 (TSPR-2-1, Non Arctic Neoprene) is the preferred. Question 3: Several components required for the manufacture of the cables are Sole Source/Sole Supplier. Would it be possible to provide the Sole Source material as Government Furnished Material (GFM)? Answer 3: The Government will not provide any GFM in support of this requirement. If a contractor is unable to get quotes to support their proposal, they should document that and provide that objective quality evidence (OQE) for consideration. Attachment "N6660423Q0157 Amendment 0001" is removed and replaced with "N6660423Q0157 Amendment 0002" All other information remains unchanged. ----------------------------------------------------------------------------------------------------------------------- Amendment 0001 is issued to answer industry questions, and revise the solicitation attachment: Question 1: The solicitation requires that offerors comply with NAVSEA S9320-AM-PRO-020/MLDG REV 2 requirements, and provide a certificate. Would an offer be deemed unresponsive if a vendor asserted that they were in process of gaining a certification, but did not yet have one? Answer 1: As a result of the above question, N6660423Q0157 Amendment 0001 revises Section L INSTRUCTIONS TO OFFERORS paragraph 3.0 to state that offerors shall provide a copy of its (or its proposed subcontractor’s) NAVSEA S9320-AM-PRO-020/MLDG REV 2 certificate to demonstrate it has the required certification, or shall provide proof that it will have obtained a NAVSEA S9320-AM-PRO- 020/MLDG REV 2 certificate no later than 1 June 2023. Failure to provide a copy of a valid NAVSEA S9320-AM-PRO- 020/MLDG REV 2 certificate by 2 June 2023, will render the Offeror ineligible for award. Attachment "N6660423Q0157" is removed and replaced with "N6660423Q0157 Amendment 0001" All other information remains unchanged. ----------------------------------------------------------------------------------------------------------------------- The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Copper Cables in accordance with the Statement of Work in Section C of the attached solicitation N6660423Q0157. In accordance with FAR 5.203(c) this soliciation is open for at least 30 days. Request for Quotation (RFQ) number is N6660423Q0157. For pricing purposes, the anticipated award date of this contract is 1 July 2023, and the total Ordering Period of the contract resulting from this solicitation will be five (5) years from date of award. This requirement is being solicited to full and open competition, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification Code (NAICS) for this requirement is 334511. The small business size standard is 1,250 employees. Controlled Unclassified Information (CUI) Applicable Documents are available upon request.
