The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking information to foster competition and to identify companies that possess the interest, technical capability, facilities/equipment, and qualifications to manufacture, package, and deliver production PZT-4 material. The specifications will be made available via the beta.SAM.gov site, as a secure posting. Potential sources must be registered according to Department of Defnese (DOD) Joint Certification Program (JCP) in order to access the specifications. GOVERNMENT MINIMUM REQUIREMENTS The Contractor shall manufacture, package, and deliver the following PZT-4 material in accordance with the attached drawings: QTY 21/ea.- PZT-4 Hemisphere QTY 1,254/ea. - PZT-4 Bar QTY 124/ea. - PZT-4 Bar (unpolarized) QTY 50/ea. - PZT-4 Cylinder The parts shall be manufactured per the attached drawings: - Hemisphere: drawing number 1007 - Cylinder: drawing number 8440464 - Bar: drawing number 00001202 As specified in note 7 on drawing number 8440464, electrode width and spacing shall be equidistance around the cylinders. In end use they are assembled in a stack and the stripes of all cylinders in the stack must align. The drawings specify measurements on the PZT-4, which shall be provided in an excel spreadsheet. Measurements in pdf form alone are not acceptable. These measurements shall contain the serial number for the individual part along with (1) capacitance, (2) dissipation, (3) any additional measurements specified by the drawings, for example: - Cylinder drawing no. 8440464, notes 9, 11, and 16 - Bar drawing no 00001202, note 8, Measurement values shall conform to nominal values within tolerances specified in the drawings. As the PZT-4 cylinders are more complicated than the other items, the attached excel spreadsheet, “Example Cylinder Measurements” is an example of such measurements for the cylinder assembly. In the example, quadrant 1 is defined/chosen, and then the capacitance and dissipation of quadrants 1-4 are measured. If the cylinder measurements are performed differently than the attached example, please provide your convention. Hemisphere drawing no. 1007, sheet 1 is for reference only, these properties do not need to be included in supplied measurements. Hemisphere measurements shall include Capacitance, dissipation, fr, fa, and coupling coefficient (k_eff), which must meet Navy type I material requirements. Hemisphere measurements shall be performed at 1 kHz. As these materials have different lead time and manufacturing times, partial shipments are allowed not to exceed 5 total shipments, portioned between parts as follows: - Cylinders, drawing number 8440464: 1 full shipment - Bars, drawing number 00001202: 1 full shipment - Hemispheres, drawing number 1007: up to 3 partial shipments as units become available. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to maximize competition and enable the Government to identify companies that are capable of providing the products described herein, prior to determining the method of acquisition and issuing a Request for Quote (RFQ). The contractor must be able to meet the minimum requirements. The North American Industry Classification Systems (NAICS) code for this requirement is 334511- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business size standard is 1,250 employees. This Sources Sought is looking to identify all interested potential Offerors and receive feedback, in the interest of promoting competition. After review of the Capabilities Statements submitted in response to this Sources Sought, NUWCDIVNPT will release a Synopsis to Industry regarding the acquisition strategy/decision, prior to release of the RFP. It is anticipated that an RFQ will be posted late January 2021. The resulting order will be a Firm Fixed Price (FFP) purchase order. It is requested that all interested businesses respond with a brief Capabilities Statement package (no more than 5 pages in length, single spaced, 12 point font) demonstrating the ability to manufacture the PZT-4 materials, as well as providing feedback to the Government in the interest of promoting competition (no more than 1 page, single spaced, 12 point font) to Nick Sanginario at Nicholas.sanginario@nvy.mil. Feedback on promoting competition is desired, not required, to respond to this Sources Sought. The Capabilities Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. • Name of Company and address • Confirmation of Company size status under NAICS Code 334511 • Country of Ownership • Two (2) points of contact, including: Name, title, phone, and e-mail address • CAGE Code and DUNS Number Section 3: Past/Current Performance. Provide one (1) example of prior/current corporate experience providing similar technical capability within the last three (3) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to production of PZT-4 material. Section 4: Technical Response. Provide a detailed technical response that addresses the Government's minimum requirements. The specifications associated with this requirement are labeled Distribution Statement D which means distribution is authorized to the DOD and US DOD contractors with a current Joint Certification Program (JCP) certification.
