The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award, on a sole source basis under the authority of 10 U.S.C.2304(b)(2), a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract to Progeny Systems, CAGE Code 04JN4, Manassas, VA. This requirement is for the Data Analysis Reporting Tool Set (DARTS) technology to provide a means to collect and analyze Submarine Non Propulsion Electronic System (NPES) data for test and evaluation (T&E) reporting purposes. This includes developing and maintaining various DARTS hardware and so?ware variants for each class of US Submarines. Progeny Systems owns, and has full rights to the data that was developed under previous Small Business Innovative Research (SBIR) e?orts. This requirement is a follow-on to SBIR Phase III contract N66604-15-D-0130 with Progeny Systems, and it is anticipated that 258,330 man-hours will be required over the five-year period of performance. The NAICS Code is 541715-Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of $41.5M. Per FAR 6.302-5(a)(2), full and open competition need not be provided for this requirement as the project is a SBIR Phase III award that extends e?orts performed under prior SBIR funding agreements and is authorized under 10 U.S.C. 2304(b)(2) or 41 U.S.C. 253(b)(2).
