The Naval Undersea Warfare Center Division, Newport, RI intends to award a Firm Fixed Price contract on a sole source basis to Qortek, Inc., CAGE Code 1MH59, for the development of diagnostics and safety firmware for the Partial Array 2.0. This requirement is being solicited as a sole source requirement under North American Industry System (NAICS) 541330, as concurred with by the NUWCDIVNPT Office of Small Business, Size Standard is $16.5 millions of dollars. Qortek, Inc. is the only company with prior experience and expertise in developing, manufacturing and fabricating the Partial Array 2.0 (see attached Sole Source Justification). In accordance with FAR 5.202(a)(13), the requirement for a synopsis has been waived. The solicitation, N66604-21-Q-0542, is released and is attached as part of this notice. This solicitation is not a request for competitive quotes, however, all quote received by the closing date will be considered by the Government for future requirements. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
